As Embaixadas de Portugal e do Quénia em Brasília, em conjunto com a ONU no Brasil, irão organizar, nos próximos dias 16 e 17 de março, as Blue Talks, um evento em formato híbrido, contando com a participação na sessão de abertura (09h00 Brasilia Time / 13:00 CET) do Ministro de Estado e dos Negócios Estrangeiros de Portugal, Augusto Santos Silva, e do Ministro do Meio Ambiente do Brasil, Joaquim Leite. Está também confirmada a participação do Ministro da Ciência, Tecnologia e Inovações do Brasil, Marcos Pontes, na sessão de encerramento.
Esta será a primeira de várias iniciativas que mobilizarão todas as Embaixadas portuguesas nos preparativos para a II Conferência do Oceanos das Nações Unidas (UNOC), que terá lugar de 27 de junho a 1 de julho, em Lisboa, e cujos coanfitriões são os governos português e queniano.
As Blue Talks, na Embaixada de Portugal, serão constituídas pela já referida mesa de abertura (09:00 – 10:00 Brasilia Time / 13:00 – 14:00 CET) e por dois painéis:
• 1.º Painel, em formato híbrido – 16 de março (10:30 – 13:00 Brasilia Time / 14:30 – 17:00 CET) – “Ligações entre ODS14 (Oceanos) e ODS6 (água potável e saneamento): comunidades de água doce e água salgada trabalhando em conjunto”, com a participação de Catarina Albuquerque, Presidente Executiva da Parceria Global Sanitation and Water for All e Relatora Especial da ONU para o direito à água potável e ao saneamento, entre 2008 e 2014.
• 2.º Painel, em formato online – 17 de março (09h00 – 11h30 Brasilia Time / 13:00 – 15.30 CET) – “A abordagem All-Atlantic e a Amazónia Azul”, com um leque expressivo de especialistas brasileiros e portugueses envolvidos na All-Atlantic Ocean Research Allliance que promove o conhecimento científico e a capacidade de investigação em toda a bacia do Atlântico, incluindo pesquisa polar.
Este será um debate com forte cunho luso-brasileiro sobre temas fundamentais da atualidade, nomeadamente o papel vital dos Oceanos na regulação do Clima. O evento conta com o apoio da Organização das Nações Unidas. A mesa de abertura será também composta pelo Embaixador de Portugal, o Embaixador do Quénia, a Coordenadora Residente da ONU no Brasil e a Chefe de Delegação Adjunta da União Europeia.

The Embassies of Portugal and Kenya in Brasília, together with the UN in Brazil, will organize, on the 16th and 17th of March, the Blue Talks, an event in a hybrid format, with participation in the opening session by the Minister of State and Foreign Affairs of Portugal, Augusto Santos Silva, and by the Minister of the Environment of Brazil, Joaquim Leite. The participation of the Brazilian Minister of Science, Technology and Innovation, Marcos Pontes, in the closing session is also confirmed.
This will be the first of several initiatives that will mobilize all Portuguese Embassies in the preparations for the Second United Nations Ocean Conference (UNOC), which will take place from June 27 to July 1, in Lisbon – co-hosts: the Portuguese and Kenyan governments.
The Blue Talks, at the Embassy of Portugal, will consist of the aforementioned opening table (09:00 – 10:00 Brasilia Time / 13:00 – 14:00 CET) and two panels:
• 1st Panel, in a hybrid format – March 16 (10:30 – 13:00 Brasilia Time / 14:30 – 17:00 CET) – “Links between SDG14 (Oceans) and SDG6 (Drinking Water and Sanitation): freshwater and saltwater communities working together”, with the participation of Catarina Albuquerque, Executive President of the Global Partnership Sanitation and Water for All and UN Special Rapporteur on the right to safe drinking water and sanitation, between 2008 and 2014.
• 2nd Panel, in an online format – March 17 (09h00 – 11h30 Brasilia Time / 13:00 – 15.30 CET) – “The All-Atlantic approach and the Blue Amazon”, with an expressive range of Brazilian and Portuguese specialists involved in the All-Atlantic Ocean Research Alliance, which promotes scientific knowledge and research capacity across the Atlantic basin, including polar research.
This will be a debate with a strong Luso-Brazilian nature on fundamental topics of today, namely the vital role of the Ocean in the regulation of the Climate. The event has the support of the United Nations. The opening table will also be composed of the Ambassador of Portugal, the Ambassador of Kenya, the Resident Coordinator of the UN in Brazil and the Deputy Head of Delegation of the European Union.
